I don't understand how some areas (eg Twickenham, Bolton, Manchester) seem to be getting away with quite blatantly offering jabs to all over 18s, regardless of vulnerability/eligibility, while Blackburn cannot. Naturally I asked the NHS lots of q's & got this nothingy reply
